Downtown Connection Center

Mountain Line has received more than $30 million in federal grants and state funding to construct a new Downtown Connection Center (DCC) on Phoenix Ave. between Milton Rd. and Beaver St.

VISION

Mountain Line’s vision for the Downtown Connection Center is to create an inviting and welcoming space for customers, with a focus on safety and sustainable design. The new DCC will provide necessities, including restrooms, customer service, operations and dispatch spaces, and administration offices. It will be a multimodal connection center and provide for long-term service expansion, regional transportation services, and be a hub of bike and pedestrian activity.

PROCESS AND SCHEDULE

The Downtown Connection Center project is divided into two phases. Phase 1, which is expected to be completed in mid-2024, includes the demolition of the existing building and construction of a new two-story facility to house Mountain Line’s Customer Service, Operations, and Administrative functions. Phase 2 includes a reconfiguration of the surface parking area to accommodate the safe movement of buses in and out of the facility and the construction of bus bays for Mountain Line’s current and future ridership. Phase 2 also includes space for the City of Flagstaff to develop a future parking garage and Civic Space. This phase will be coordinated with work on the Rio de Flag flood control project, which flows beneath the surface parking area.

PROJECT PLANS

Mountain Line conducted an extensive public outreach process to guide the design of Phase 1 of the DCC project. Additionally, the City of Flagstaff’s Beautification Program hired Haddad|Drugan to design and install public art on the site.

HISTORY

Since 2008, Mountain Line has operated the DCC under an Intergovernmental Agreement (IGA) with the City of Flagstaff for use of the City-owned parcels on Phoenix Ave. The Phoenix Ave. site is a central location with good proximity to rider origins and destinations, but over the years Mountain Line has outgrown the existing facility. The existing DCC has capacity for nine buses at two curb islands and two on-street loading zones developed for 30-foot buses. Mountain Line currently operates 40-foot and 60-foot buses on 10 routes and has made minor accommodations and upgrades to fit our new fleet into the existing DCC. The existing loading zones have no additional capacity for transit service expansion. The existing DCC also has minimal amenities for drivers along with no customer service or amenities for patrons, all of which will be included in the new facility.
